Clicking names changes the URL in the address bar, but the browser does not navigate to it, tested on 4 machines. Is it an account issue?

You could try resetting the user's preferences. Open the User Profile and click Reset User Preferences.

You could try creating a new user for the person. It's not a great solution, but I've seen it work in the past.
You've seen it work with this specific problem?
I've seen it fix user issues. I've never seen this specific issue.

We ended up removing all privileges from the account, and re-adding them, which fixed the issue.
I'm told there was a major update, could that have caused this? We have a number of other users without issue, with the same level of access.
Interesting approach. What do you mean by removing their privileges? Did you change them to a regular user and then switch them back to an Admin or are you talking about teams and roles?
Yes, the administrator removed the "teams", applied the changes, then re-added them.
