Haven't managed to successfully set up our portal yet, so I can't just test this myself. If my team adds notes to a case (in the notes subpanel), are those visible to customers who login to the portal to view their case?

Yes Elisabeth Hunt , as per the official documentation, all Notes flagged as "External" are visible by customers thru Portal.
