User's records reassignment feature

Question

Hello, 
 we recently updated our CRM onPremise to Sugar Sell 13. 
 Normally we used to deactivate a user and then utilize the user's records reassignment feature, filtering and selecting module. 
 It seems this feature is missing in Sugar Sell. 
 Do we have any (good) alternatives?

 There is a setting... I must have done this back in 2012 when we first implemented Sugar and it never changed.
