When selecting Merge Document from any module, the 'Search and Select Documents' results will populate 15 records for instance (but not all the records the user has access to are shown) then if click on any of the headers to sort the result set changes.
Any ideas?

Testing in a stock 12.0 instance can't reproduce the Problem.
My listview returns up to 20 as defined in the System Settings > Listview items per page and when ordering there are no changes in the number of records displayed.
Can you validate which version are you running and also check if there are any custom filters in place?
For example, if you remove the "IsTemplate" filter is the issue reproducible?
