I don't see Sugar Portal Editor as an option for me.
Are you referring to the ListView that Sugar users would see when they access the Cases module? If so, you should be able to modify them via Admin > Studio > Cases > Layouts > ListView.
If you are not using Sugar Enterprise or Sugar Ultimate, the Portal options will not be available to you.
The Tickets section of that screenshot is actually that of the Tickets subpanel. To modify the fields on that view, you need to go to Studio and then [Parent Module] > Layouts > Subpanels > Tickets.
For example, if I wish to modify the Tickets subpanel displayed when I view an Account, I would go to: Accounts > Layouts > Subpanels > Tickets.
