The best option to achieve this functionality would be via role-based layouts. As a best practice, I recommend each user only belongs to a single role (if any), and ideally, the group you want to grant visibility of the tab/fields to would able to be grouped into the same role so you only have to manage a unique layout for that role.

Yes! That's the solution.
One caution, if you set role based layouts and decide to make a change to a tab that is in all roles, you'll need to make the change in the role based layouts too...

so a lot of our team have multiple roles but only one that has the team I need to see a certain tab. Can i just have a custom one for them or do I have to go through every role and change all of them? EEKS Meaning all of my reg roles I have to go through and not default to standard?
As long as you only have 1 role-based layout, you should be okay because all users not belonging to that role will just see your standard layout. Where this would be problematic is if you have layouts defined for multiple roles. If a user is associated with multiple roles that each have a layout defined, there is no way to predict which layout they will see.
In general, role security can get complex when you have multiple roles associated with a user since it applies a most-restrictive model. When you combine that factor with features like role-based layouts and dropdown lists, adhering to 1 role per user is the best way to mitigate conflicts and prescribe the user experience in all those areas.
