I have SugarCRM Version 6.5.23. The PHP release runing is 5.5 I need to Upgrade the PHP release , how can I do?.

I believe Sugar 6.x has been off support for a long long time.
I suggest you upgrade to the latest Sugar version, or check the possibility of converting to SuiteCRM.
