I checked with our Product and Engineering teams, and they'll be having their initial discussions about supported platforms for 12.0 starting later this month. These typically take a few months to finalize as many factors are considered, both internally and externally.
Avinash Singh - As of right now, we do plan to support MSSQL 2019 for version 12. However, please understand that this is subject to change based on other priorities and testing/planning, as we're still a few months from when this version will release (see https://support.sugarcrm.com/Resources/Understanding_Sugars_Release_Cadence/ for more information), but that is the plan as of today.
