This request can not be accomplished by regular Reports module. It maybe possible by Advanced Reports, but it will not plot a chart, as far I know.
So I believe you would need to create a custom Chart Dashlet which plot such data.

Michele Rebstock, is the challange to be aware of changes in sales, while report seems just as one of the possible solutions? is it correct?
I would say that its quite a crazy stuff in terms of time spends to try establishing criteria for digging into data .....
Can I suggest to shift the point of view ?
It seems much simpler is to define what are the changes that matter for being monitored, then detect and collect them as key events arrainging them on the Opp portfolio timeline, while 30-days window and event types would help to focus on recent and important sales events.
Does such an approach makes sense for you?
Once colected, the increases/decreases,moving forward/rollbacks, amount edits, new sales submitted, lost sales registered and other events that affect funnel, they are organized in a timeline feed and may look like this:
In such a solution you could select to focus then overview recent changes even in a dashlet, like this:
Finally, you can report on activities collected:
The TimeLine for Sugar and events collecting is provided by Timeine Viewer addon.
