SugarCRM 7.6.1.0 and Sugar Plugin for Outlook 2.2.0

Self-signed certificates often times require some manipulation of the Windows registry, usually via the Management Console.

Not sure if this what you meant earlier by stating you installed the certificates, but try adding your certificate as described here: Manage Trusted Root Certificates

You should also double check that the mcrypt PHP extension is loaded for your environment.
