It seems there would be some way to simply within a Contact send the campaign.

Hi John,
The best method to achieve this is to add those contacts to the target list in the existing campaign. Once they are added, send the campaign again, and Sugar will identify and send emails to the new recipients. Duplicate emails will not be sent to prior recipients as long as you are using the same campaign and email marketing message.
