insert a note/observation into a form

You could build them a dashlet to add to their Quotes Detail View Intelligence Pane.

If your discounts are maintained in some database somewhere, you could try to pull data from that data source dynamically so that your information is always up to date.

maybe it works to add an additional textarea field to the module with the text you want as the standard value and make it read only via roles.
