Why can't i access the "Process Author" category in the left hand NAV of Admin community?

i keep getting an error message that i'm not authorized to view the content in the "process author" section of the admin community.  when i click on the "process author" nav link i get sent to an error page stating i'm not authorized to view the content.  why?
