How to change subpanel order in SugarCRM 7?

How can one change the order on each subpanel either by code or through the GUI?
In Sugar 6 the user could change the order simply by dragging and dropping the subpanels under each module.
From what I can see this is not possible in 7.x.
I have tried to change

'order' => 1

custom/Extension/modules/Opportunities/Ext/Layoutdefs/some_file.php

with no luck at all..

Any ideas?

Check this in layoutdefs folder...

It will work...

This feature is being considered to bring back to our Sugar 7 series in an upcoming release. Please stay tuned.

I was told back in January when I switched from Salesforce to Sugar that this would be coming shortly. It's now October and it's still not available? This is a pretty basic customization and the fact that it existed before but doesn't now is really baffling. Why would you eliminate a feature that provides efficiency. Please get this fixed. Thank you.
