creating Relationship between contacts and tags

The Tags module is a special use case in Sugar and it already has an existing relationship to Contacts as well as most other modules. What is the outcome you are looking to achieve by creating a custom relationship to the feature?

If Tags don't show in your Contacts record it's because someone took them out of the view.

You can go to Studio and find the Tags field and put it back in the layout.
