Do we have rest API to create a web logic hook for sugar?

I tried this request in Postman but no new record is getting created. Any idea?

What version of Sugar are you using? Please keep the API version in mind when issuing the request. 

I am using 10.0.x (rest api version 11.8)

Ok. Can you share the Postman request. I just tried it myself via Postman and was able to create a record.

I am getting the list of webhooks back but no new webhook is getting created.

I found the error it was too dumb. I made a mistake in the url. It should be https.

Ah yes, that happens to me more times than I'd like to admit.
