Within the Asset Library there is not a way to resize an image. There are other options to replace the asset or upload a new asset as shown here: https://support.sugarcrm.com/Documentation/Market/Sugar_Market_User_Guide/Asset_Library/
However, within Email Builder 2.0 there is an option to resize the image once you click on it. See article: https://support.sugarcrm.com/Documentation/Market/Sugar_Market_User_Guide/Email_Builder_and_Campaigns/Working_with_the_Drag-and-Drop_Editor/#Images
One note about resizing an image within the Email Builder 2.0 is the image itself will remain the same but the coding parameters (width/height) will be modified. What this means is the size of the image on how it's displayed is dependent on the customer's email client to adhere to those parameters. It might not always be the case where an email client chooses to use the defined parameters. Instead, a safer bet is to actually resize the image and not be dependent on the coding parameters. In this case, resizing an image outside of Market then importing into Market via the asset library could be beneficial to error on the side of caution.

I'm sorry if I wasn't clear enough. I meant upload size for assets, pe. PDF's that are larger than 50 mb. Would we need to host them outside Sugar Market?

Ah, no problem. Yes, for larger assets like 50mb or higher they will need to be hosted outside of Market.
