If you are running a recent version of Sugar the Auto-Archiver would be the easier option to accomplish this.
Just create a new archiver filtering for Date Modified.

It looks like this only works for Sugar Cloud customers. Is there a way you can do this if you just have Sugar Market?
It has been a while since I had to deal with marketing in Sugar, how would you know if a contact has not opened or received one of your mailings? If thats easy enough then the rest is child's play.
It would have to be done in code though but it sounds like you have a on-site install so that should'nt be hard.
do you also have Sugar Enterprise?
if so, archiving feature is also available for that version

Auto-deletion reports require you to use viewAccountContact when creating the report, and the criteria you are describing above will require campaign data as well. One option would be, rather than focusing on only on email activity, to use the filter of Contacts.Salesfusionlastactivity is less than or equal to ++DaysSubtract730++, which would show you anyone who has not had any activity (opens, clicks, web activity, form submits) in the past two years. You would then be able to use that report for auto deletion since it doesn't not filter for campaign data specifically, but rather all contact activity.
