Is this error message appearing for all CRM users or just this individual user? I would check in the Sugar Market settings to see if the CRM users have been added to the iFrame role. You can check this by going to Sugar Market>User Menu>Administration View>Roles>iFrame Role.
From there, you can see all the users assigned to the iFrame role. If they are not assigned, you can assign the user to the role there as well. This will provide the permissions needed to access the iFrame in CRM.

I have seen this error caused by an invalid combination of orgId / Sugar userId.
Check:
Does the orgId match between Sugar Market and CRM?
Have the CRM users been correctly synced to Sugar Market?
=> Login Name and ID in Sugar Market should match User Name and ID in Sugar.
=> Also there shouldn't be any duplicate User Names in Sugar Market
If that is all correct, then open a support case and mention case #403618 as reference. In this case a customer had a similar problem and it was caused by some inconsistency in the internal Sugar Market settings (OrgID and OrganizationNameController didn't match).
