I have a huge list of leads that i want to import, but it only imports 800 at a time, why is this?

This is probably the value that is set in your Sugar instance for the Import - Maximum Number of Rows. Increasing this value will allow you to import more rows per import. I hope that helps!

There was an escape character at the 800th record in my csv file. Looked like this \ "blabla" \
