Mobile Tools Portal Access

We are trying to access the Mobile Tools Portal (https://mobiletools.sugarcrm.com/dashboard) for testing of mobile customization development in the app. When attempting to log into the portal I get the following error, is this tool still available for usage and if so how do I gain access?

You do not have sufficient permissions to view this page.
When I try to register, it tells me I already have access. I reached out to SugarCRM directly but they were not able to help me.

    I'm sorry for this issue. I know just posted a note on your case, but I wanted to follow up here as well that we've been looking into this and are working internally to restore proper system access to the Mobile Tools portal. We'll provide some updates as soon as we have more information.

  •  - Thank you for your patience on this and I'm happy to share that our internal team just launched a fix to allow your access to the Mobile Tools Dashboard. Looking at your case, I understand you also need other team members to get access as well. Please review these instructions for assistance granting that access to other users (they'll need "Download Manager Authorized Contact" access as described here).  

    Our testing of this fix has been successful so far, but please reach out if you run into any issues so that we can get them sorted out on our end!
