Regarding this policy document:

In the first paragraph there is this sentence:
Module-loadable packages are not being deprecated at present, however, we are working toward a model where they can be removed in the future.
Does the second clause mean the module loader will eventually be removed entirely or is that only referring to integrations within loaded modules?
