i am trying to host our old SugarCRM on a Xampp local but i have and error

hello everyone,

i am trying to host our old SugarCrm in localhost but i am getting an error that i can't understand :

jquery.min.js:4 GET localhost/.../public 404 (Not Found)
i modified dbconfig, htacess, and httpd.conf to give authorisation but i still get the same issues.
do i need to have extra files in my xampp? like in xampp/lib/sugarapi/ ?
