Why do these fields have locks beside them? I thought that was a workflow thing but these are new fields are are not in any workflows.

Are they custom fields? Maybe it is because of your user role? Or license type?

Admin and regular users see them, they are custom fields. We have a 10.0.3 enterprise license.
