Export delimeter setting changes between admin and user log-in

I'm running into a peculiar problem that has caused quite some hours of trying, until I realized what is going on. It appears that the csv export delimiter changes depending on the log-in credentials used.

When exporting to CSV, the European setting requires to use a semi-colon   as delimiter (setting in: admin>locale>Export Settings>Export Delimiter box) in order for Excel to place information in columns.

Logged in as admin there is no problem exporting my lists to CSV and open   them direct in Excel, however when users try the same they get a   messy import with all information in the A column. The issue is caused because, when logged in as non-admin the export uses a comma as   delimiter (so not the set value) and under admin log-in the system uses   the set semi-colon as delimiter.

I'm running Version 6.5.16 (Build 1082) in an environment where we regularly export data to excel. The export tables are created either direct from list view (account or contact) or from Kreporter. In both cases the same problem occurs.

I would be grateful to receive a hint on how to have the system use a semi-colon delimiter for all log-in credentials.
