Yes, you can use Google Tag Manager with Page Builder (not on legacy pages). Third-party scripts such as Google Tag Manager can be added to page settings by clicking the gear icon in Page Builder as shown here: https://support.sugarcrm.com/Documentation/Market/Sugar_Market_User_Guide/Page_Builder/Creating_Pages/#Defining_Page_Settings. Use the Custom Javascript Code section for your script.

I’m sorry for the delayed follow-up Sarah! I was hoping someone with more Google Tag Manager experience would chime in. In that Javascript section, the script is always added to the end of the page. This is to accommodate different types of third-party scripts. If the location of the script needs to be elsewhere, as with GTM, then you need to cut and paste the script to the desired location (for GTM, paste the container into the <head> tag). So, add your GTM script in the Javascript section, and then publish the page (you can unpublish after if needed). Use your preferred method to edit the page source to cut and paste the script into the page <head> tag. If you are using multiple scripts, they will be added to the bottom of the page consecutively, so again, cut and paste any scripts that need to be higher on the page. I hope this helps!
