inquiry filter not saving in campaigns

I am not able to create a campaign. I can start a campaign, but when I goto save an Inquiry Filter, it looks like it's saving, but it never populates in the Saved Filters section of the Campaign Filters. I have confirmed that the account # is in the filter, it still won't save. I am at a loss and feel like I am not able to use the whole program with this important feature not working. 

Is there a fix or workaround for this?
