I would like to know if the new Comment log field can be reportable and/or can be included in the Historical Summary.

The field is not visible as field in the module, but only in the Record View (Studio).

    May I ask you what challenge are you trying to solve? 

    As user may conclude, the difference between Comment log and new lines in multiline Text field are a) timestamp and b)username per paragraph added

    Not sure making notes automatically on behalf of the user is that solution expected...  

    If the task is to arrange a kind of Timeline in Sugar and collect not phisycal changes (like in Audit log) but logical conclusions - the key events regarding customers or other objects, - so that report, filter them in dashlets and dashboards, analyze them, and respond on them - consider using Timeline Viewer for Sugar add-on.
