Looks like only people with Admin rights to the Lead can see the new field - how do I fix that
Check your Roles definition for each of the missing fields. Visibility can be set at the filed level on the role itself.
Go to Admin->Role Management -> the Role for the user who cannot see the filed
In the Left column go to Leads. Notice that each field can be "None" to say that the Role has no visibility for that field.
Make sure your roles can see the field.

"Not Set" is the default value for any new field. None means that anybody in that role won't see it.
So you should move it to Not Set (or at least Read Only if you wan't to restrict the edition) and it should work.
Be aware that if someone is in multiple roles, the most restrictive access will be applied.

It is Not Set so I would assume everyone would see it
OK ; are all non admin users concerned by this issue ? If not, can you check the roles of this user to be sure that one of his role is not restricting the access ?
Other question : did you run some repair (quick repair and rebuild, repair teams, repair roles) and check afterwards ?
I think it is a role.
Is it possible to see whether Sugar is using Standard Layouts or Role Based - when you go it to Studio it is just left on the last one Edited

if a custom layout is defined for a role, you should easily see it from the studio > layouts You should see that the module is using Role Based Layout and you should see an * for all Roles with a custom layout
